Justine Oakes

Justine Oakes is an estates and facilities leader with over 20 years’ experience across higher education, defence and consultancy sectors. Beginning her career on the Ministry of Defence’s fast-track graduate programme before founding and directing her own environmental and planning consultancy, she has supported blue-chip, public and civic organisations in shaping policy, capital infrastructure and sustainability strategy. As Head of Strategic Estates Management at the University of Suffolk, Justine leads the project, facilitates operational and sustainability teams, driving estate strategy, procurement capital delivery and digital transformation to enhance campus performance and the student experience.

As co-founder of the Suffolk Sustainability Institute, she continues to champion environmental responsibility, innovation and civic regeneration, aligning estate development with the University’s academic mission and regional impact. 

An Executive MBA graduate with a background in Environmental and Analytical Science, Justine is a Chartered Environmentalist and Chartered Member of the Institute of Workplace and Facilities Management and the Institute of Environmental and Sustainability Professionals.
