Before retiring in 2015, Fraser was Secretary of the Open University for 18 years. He was head of the administration which included Estates; Finance; Marketing and Student Recruitment; Human Resources; Information Technology; internal and external Communications and Government Relations; Development (the fundraising group also responsible for major capacity building programmes in developing countries focused on teacher and health worker education); Internal Audit; the Information Office (student number planning, management information and statutory returns); Equality and Diversity; Academic Regulations and Governance. The Open University is the UK’s largest University in terms of student numbers with 175,000 students. It operates in all four nations of the UK and internationally.
Prior to that Fraser had 26 years’ experience initially in local government and then in four universities: Stirling, Edinburgh, Hull, where he was Academic Registrar, and Essex where he was Registrar and Secretary.
